The purpose of the project, originally designed to turn tidal land into farmland, has varied to include industrial and tour complexes, company towns and even golf courses. The Korea Herald 소리듣기 갯벌을 간척지로 변경하려던 새만금 사업의 당초 목적은 산업단지, 관광단지, 기업도시 심지어는 골프장 건설 등을 포함하는 등 수차례 변경되어 왔다.
