The General Assembly may discuss any questions or any matters within the scope of the present Charter or relating to the powers and functions of any organs provided for in the present Charter, and, except as provided in Article 12, may make recommendations to the Members of the United Nations or to the Security Council or to both on any such questions or matters. 유엔헌장 소리듣기 총회는 이 헌장의 범위안에 있거나 또는 이 헌장에 규정된 어떠한 기관의 권한 및 임무에 관한 어떠한 문제 또는 어떠한 사항도 토의할 수 있으며 그리고 제12조에 규정된 경우를 제외하고는 그러한 문제 또는 사항에 관하여 국제연합회원국 또는 안전보장이사회 또는 이 양자에 대하여 권고할 수 있다.

Moreover, following the adoption of the resolutions reflecting the COI recommendations both at the Human Rights Council and the General Assembly, the UN Security Council adopted the situation in the DPRK as its formal agenda and decided to remain seized of the issue. 정책브리핑 소리듣기 뿐만 아니라 인권이사회와 유엔 총회에서 COI 권고사항을 반영한 결의가 채택된데 이어 유엔 안보리가 북한 인권상황을 의제로 채택하고 향후 계속 토의하기로 결정하는 상황으로까지 발전하였습니다.
